He is a man that knows everyone and everything that goes down in the city, and because of this Maxwell has been used by the city's most famous agents as an informant, which has put quite the target on his head in the criminal world. As a precaution, Maxwell has been relocated to the rundown and often forgotten Sector NG15 to lay low."
